Teacher only speaks English

All teachers are able to teach bilingual students, even teachers who don't speak the students first language. It takes some accommodating from the teacher and translation tools at the ready. However, what if a teacher solely relies on a student who speaks both English and the other language to translate? Is that fair to the translating student or is the teacher just being lazy in this method?
