I have two students who are acting out towards the other students. They are both girls who pick on the girls with less friends. How do I stop this without crossing my boundaries as their teacher and not their parents?

Yes, I forgot to mention in my comment, that I should make sure to keep a close eye on them after speaking with them while also making documentation if something may happen.
This is a great solution. It is always important to go by the procedures set in place by the school for matters like this.
I think talking to the whole class is very important, but out of experience I have seen that this not always works. As soon as I would notice the bullying keeps going on, I would notify the parents the same day.
