ESOL student transferred back to previous classroom and is almost completely silent

An ESOL student, new to America, was moved to another class and had to be switched back due to difficulty providing the necessary accommodations and support. Before switching classes, the student would engage in class discussions and conversations with peers. Now, the student has entered a more significant "silent period" than before and heavily relies on using accommodations to communicate. How can I help them feel comfortable with speaking and using English again?
