there is a student who constantly uses an iPad for his translation. The teacher and I have tried to get him off of the iPad to try and learn reading by himself, but he doesn’t do it. We pair him up with other ELL students and teachers but nothing works. Do you have any suggestions on what we can do?

see why he is using his ipad and maybe find books in his native language if that doesnt work tell him no ipad for the day or only use it during certain times

Individual English learning lessons may work, but it could be difficult to find time for that. He cannot rely on translation to understand English because it does not perpetuate language acquisition, you must accommodate the classroom for a student that does not know English. Use gestures, pictures, and simple and concise language.

I think it sounds like this ELL student is lacking a lot of confidence in his ability. I think before taking the iPad away completely, trying to find ways to make him feel more comfortable and confident in class would be best. He likely feels frustrated that you are continuously trying to take away his one way to understand the world. Try to build a good rapport with him!
