Somehow, I feel like this is directed at me, so let me answer it :) Tiffany, like other music students, is using a learning method known as "Rote." Rote learning (teaching) is defined by students repeating actions and behaviors that they previously observe. While Tiffany is successful with her aural skills, she is unable to read the music. No big deal; easy fix. First, determine where the issue is. This could be reading Treble Clef, Bass Clef, or both simultaneously... Once you determine the source of the issue, I would suggest remediation on the issue. Examples could include giving her work sheets with treble clef/bass clef notes and having her read them (actually say the letters) out loud with a metronome on at slow tempos. This will allow her to recognize pitches faster. After she can visually identify them with ease, begin playing the notes at slow tempos, with just one hand. Practice treble with right and left, and then bass with right and left. After Tiffany can do that, you will see achieve at a much higher level. Hope this helps!

The student can start off with reading the staff. This is where the basic musical notes. Then, start with the clef and the you can work your way up to the bass clef. Next, you will need to learn the basic parts of a note. When the student understands the basic they will be able to read the easiest notes from a music sheet.

I think that this situation would be a great place for some sort of portfolio assessment. If her teacher clearly has sample of learning then those samples could be collected in whatever form necessary and used as her assessment.
